I thank the Member for giving way. The Bill sponsor raised the point that she knows the areas that are challenging; she seems to know where they are. Would it not be better to find out where those areas are, underpin that knowledge with data, bring in the communities, engage with them and try to sort this out from a community perspective rather than trying to legislate for those communities?
