I confirm that the Chair is correct, and I thank him for articulating the point for us. I will come to it when I speak later, but we all agree that nobody wants any child to go hungry. It would be silly to try to make out that that was the position of any party or Member in the Chamber. It is, however, proper and right that we give scrutiny to whether this is the correct mechanism.
