Text
On a point of order, Mr Speaker. We had this discussion last week as well, but Standing Order 31 — correct me if I am wrong, as I am a new Member — states that a Second Stage debate is about a Bill's general principles. Is it in order for Members to paint the picture that we will be voting for the Bill as it is now rather than voting for it to proceed to the next stage where it can be better shaped? Some Members are trying to suggest that this is the be-all and end-all and that this is what Members who support the Bill will be voting for: that is not correct.
