The Member has spoken eloquently about the Bill. She has given a number of reasons for why she feels that it is not the right vehicle, yet she has said that she will abstain. I understand the wish to be balanced, but I encourage her to have the courage of her convictions, even though her reasons may differ from mine, and say that the Bill is not the right vehicle. If it is not the right vehicle, we should vote against it.
