I thank the Member for giving way. I listened to the Member for East Antrim's point, but is that not an example of what I mentioned on a previous day of the debate, which was "Sir Humphrey" syndrome, whereby people say, "We must do something. This is something. Therefore, we must do it"? That is not the way to approach the issue.
