What you have described there is the status quo. People are flying their flags unauthorised, but, when others contact the flags reporting line or go to the Department on any number of issues to raise concerns, none of those matters are dealt with. There is a complete imbalance where the silent majority of people, who are aggrieved by flags and emblems, have to tolerate them. You are wrong: there is no balancing act at the moment, and everything is going in one direction.
