Text

I thank the Member for her intervention. Why not do away with Second Stage for all Bills? I am standing because it is really important to define the principles of the Bill by the definitions in the Bill. That is really important. How can you debate the principles of the Bill if you cannot be sure of the definitions of the clauses? That is the point. On the issue of filibustering, every Member of the House — all 90 of us — has a right to speak at the Second Stage of any Bill. I do not have the courtesy of being on the scrutiny Committee that will deal with the Bill at Committee Stage, so the Member should afford me and other Members our democratic right to speak at this stage to define what the principles are and to engage in debate on the Bill.
