Text
I thank the Member for giving way. The Chair of the Justice Committee is well versed in this process and has been through it with a number of Bills. He knows that, when dealing with a potentially broad range of behaviours, the approach that is taken in criminal law is to outline the intent, the act and the consequences. If every possible manifestation is named, a loophole will inevitably be created that excludes behaviour and allows abuse to continue.
