Text

I thank the Member for giving way. As I discussed in my opening remarks and in other interventions, the "fear, alarm or distress" formulation was selected in order to be consistent with domestic abuse law. However, I have already indicated to Members that the harm threshold is a policy choice for the Assembly. If Members are telling me that they want to have a debate about where to draw the line on the harm threshold, I am open to that debate. It is not a principled argument with which to oppose the Bill at this stage. I am not ideological, contrary to what some might say; I am willing to be pragmatic and to work to build consensus, if that is what is required.
