Text

I begin by paying tribute to my colleague Sinéad McLaughlin for the enormous amount of work that she has put into bringing the Bill before the Assembly. As a member of the north-west SDLP team and the north-west MLA team — we work pretty well with our neighbouring constituencies — I know exactly where her determination on the issue comes from. I represent the people of Derry. That is where my main focus will be today, as it always is. The people of Derry and Strabane live every day with the impact of regional imbalance. We have lived with its consequences for generations. We see it in employment or, rather, unemployment, wages, infrastructure and the struggle to expand Magee. Like the Bill sponsor, I acknowledge the commitment and efforts of the Economy Minister and the previous one in that regard. I am sure that the Minister and her colleagues are as frustrated as we are, if not even more so, that progress on Magee has not been quite as quick as was planned or promised, but that is what happens and what always seems to happen when it comes to Derry. We see the consequence of regional imbalance in other ways, including every time that another skilled young person has to up and leave because the opportunities that they want to avail themselves of simply are not available at home and because adequate transport links and other infrastructure do not exist to get them to where those opportunities are. Derry is not lacking in ambition; that is for sure. It is also not lacking in talent, and it is certainly not lacking in people who are willing, ready and able to fight for the city and district. What has been lacking too often is government focus on addressing the structural disadvantages facing the north-west, and I appreciate that those issues are not exclusive to the north-west. The Bill matters because it would put responsibility on the Executive and create duties that would endure beyond individual Ministers and mandates. That continuity is extremely important, because Derry cannot afford to start the conversation —.
