Text

I appreciate the Minister's giving way and thank Mr Frew for taking my job.

I jest. I want to check two things, Minister. Last week, at Committee, I raised my concern about any possible delays to the creation and implementation of the terms and conditions. That was in relation to state aid rules and approval by the European Union. Officials said that they would engage with the European Union, but will you give a commitment to the House that you will encourage officials to do so without delay, so that there is no further delay to the process? Secondly, I have a question that I asked at Committee to which I did not really get an answer from officials. Are you certain, Minister, that you have the legal vires to implement legislation that means that community benefit would be through direct payments to householders? I raised that question with officials and was not confident in the answer that they gave, so I would welcome your view on it.
