Text

I thank the Member for giving way. I am fascinated by his intellect regarding the subject. He has a passion for energy policy, as I do, and Steve Aiken also does, if he was in the Chamber. The Member talks about a benefit for local people. He will know that through the renewables obligation certificate (ROC) a lot of that went to overseas companies, the Middle East and everything else. People here did not really benefit from ROC. How can the Member and the Minister assure us that the contracts for difference will get deep down into the pockets of our people and not end up on a pay cheque for an international company in the Middle East?
