Text

I could not quite pick up the answer from the Member, but I think that I can pick it up from the Bill. Subsection (2) of clause 1 sets out that, ultimately, there will be a test to assess whether:

"it is in the public interest to remove a flag".

The only way in which local residents' views will ever be sought is in determining a rebuttal. As the Member rightly articulates, any person anywhere in the world could log on to the portal and say that they are offended by a flag, and that would carry equal weight, according to the words in the Bill as drafted.

Assessment

Not flagged

Jev’s structured answers met the documented threshold for “not flagged”.

  • Overall probability that the activity is being used to promote, exploit or escalate an identity-based controversy: 0.26 (flagging needs at least 0.70; at or below 0.30 is not flagged).
  • None of the five culture-war criteria was met (each was below 0.60).
  • Assessed as legitimate policy scrutiny (0.86).
  • No identity-based framing was identified (0.83).
  • Subject area: Flags, emblems, symbols, names and memorials.
  • The overall probability was at or below the not-flagging threshold.
