Text
I thank the Member for giving way. I look forward to working with him on the Committee. I suppose that the Member's question about the intention of the Bill is directed towards me as I asked why there was a need for the legislation. I posed that question because there is existing legislation. The Member will accept that, given the number of pieces of legislation that my colleagues and I have outlined. Does the Member agree that it is about enforcement rather than a lack of legislation? The points that we raise in relation to community dialogue and mediation, for which there are local protocols and agreements in place, are not the panacea — I do not claim them to be — but they are something that we should encourage rather than discourage.
