Text

I can advise the Member that the draft investment strategy extensively discusses the implications of the climate change legislation on big capital infrastructure, particularly, of course, in the public sector. That has been impacted on, objectively, by the A5 court case. That has been appealed. The interpretation of the implications is not agreed by the Infrastructure Minister, by the Executive or by our system. That is important. This is not about not being upfront and transparent; I am being more than that. I am saying very clearly that, if the interpretation of the court on the A5 stands and the appeal does not succeed, the investment strategy will have to be extensively redrafted and there will have to be a rethink about what we do. Otherwise, we will not be building any big infrastructure any time soon.
