Text

On a point of order, Mr Speaker. Today, on this sitting day, the Finance Minister issued a written ministerial statement at 12.03 pm, embargoed until 2.30 pm, on the 2025-26 provisional out-turn and available funding for 2026-27. That statement was embargoed until the end of listed questions for oral answer, with that embargo ending at the beginning of topical questions, which did not give me and other Members the opportunity to question the Minister on statement. Given the serious financial circumstances that we find ourselves in, on which a debate took place yesterday, there are at least half a dozen questions that I and other Members would have hoped to have the opportunity to ask. Can you advise whether it was in order for the statement to come in that way without Members having the chance to ask questions in the House?

Assessment

Not flagged

Jev’s structured answers met the documented threshold for “not flagged”.

  • Overall probability that the activity is being used to promote, exploit or escalate an identity-based controversy: 0.02 (flagging needs at least 0.70; at or below 0.30 is not flagged).
  • None of the five culture-war criteria was met (each was below 0.60).
  • No identity-based framing was identified (1.00).
  • The overall probability was at or below the not-flagging threshold.

This is an AI-generated assessment of the text, made against published criteria. It is not a finding of fact about the MLA or their intentions. The Assembly record itself is the fact.
