Text
I thank the junior Minister for giving way. The date in 1953 that we came up with relates to inspections of children's homes. Does the junior Minister agree that some of the pregnant girls who were admitted to mother-and-baby institutions were also children and that the state should have had a duty of care towards them to ensure that the institutions that they were in were fit for purpose and that they did not experience abuse or harm?
