Text
Minister, I welcome the business growth accelerator proposal, but it is a proposal that will be consulted on, and I have genuinely lost count of the number of proposals and consultations we have had on ratings policy. We have had countless consultations on changes to rating — you mentioned vacant properties, and we have had them on non-domestic vacant relief and the maximum cap for domestic properties — but have had no policy change, so "accelerator" is a bit of a misnomer because nothing has moved more slowly than change on rates. Will there be a single change to the rates system before the end of the mandate?
