Text
I appreciate the Member's giving way again. On that issue, one of the challenges that we and the PSNI face is that a child of 11, 12 or 13 may not see themselves as being a victim of grooming, but they may, in fact, be a victim of grooming. That is one of the reasons that, when we look at issues such as modern slavery and child criminal exploitation, our number of referrals to, for example, the national referral mechanism (NRM) is lower for young people from our own community than it is for those who have been trafficked into Northern Ireland from elsewhere, because we are poor at distinguishing between those who are victims of coercion in their activities as young people and young people who are willingly participating in crime off their own back. By removing them from the criminal justice system, they are more likely to be referred to the NRM and get the kind of support that they need.
