Mr Chambers asked the Minister of Justice whether she shares his concern that, if passed, some amendments to the Justice Bill could embolden pupils under the age of 14 to exercise aggressive or threatening behaviour in the classroom, safe in the knowledge that they will not be criminally investigated.
