Text
When the Bill was going through the Executive, one of the requests from Sinn Féin and others was to do exactly what he has just set out. We met the trade unions. We asked them formally to enter into an agreement that would take that issue off their list of potential industrial action. There was no meeting and no response. There was silence. I am not prepared to play fast and loose with the protection of our children and young people. I will say this: the Regulation and Quality Improvement Authority (RQIA) and the Department of Health regulate early years childcare and preschool settings. They inspect them. It is an offence not to be inspected by them. Why is it OK to have that level of inspection for children in early years settings, with staff unable to refuse to cooperate, but not for children in P1 when they turn five? I find it baffling that you could have any sort of distinction.
