Text
I am grateful that the Member has read out that list. It is a list of organisations or individuals that are expert witnesses. They are on that list because an expert witness will often have to give evidence at multiple trials in many places many times. The idea is to give that presumption because they are expert witnesses. Such a presumption would not apply, for example, in the case of someone who is appearing in court for the first time. It may not be the right environment for them to be in, and that is why the remainder refers to the needs of the court. It is ultimately at the judge's discretion. We are simply saying that the presumption is in favour where it is an expert witness.
