Text

I thank the Minister for giving way. The Minister raises an important point that alludes to what I said earlier. The Department and the Minister have adopted that model and plumped for it, rightly or wrongly. She and I have said that there are no gold standards and no system perfect. She is right in what she says about Members starting to cherry-pick that structure. I looked at it and struggled to see where I could make changes to convince myself that that would improve the balance between human rights and the enforcement of law.
